Trophies of e-Democracy 2008


At the end of two days of discussions on the impact of the Internet on politics and administration, André Santini has turned the "Trophies of e-Democracy 2008" at its closing session on 17 October . The Nord-Pas de Calais has been distinguished.

The 2008 World Forum on e-democracy and e-government was held in Issy-les-Moulineaux on Thursday 16 and Friday 17 October 2008.

This year the theme was "Europe and the challenges of e-Government 2.0."

The discussions have focused on the European agenda, because of the French presidency of the EU and Franco-German due to the years of Franco-German ICT.

The trophy of the World Forum was presented to Andrew Rasiej, president and founder of TechPresident.com.

"Since its launch in February 2007, the blog TechPresident.com following the net-American election campaign on a daily basis and covers the whole range of online web sites, mailing lists, online ads, videos, social networks, etc.. His online newsletter, the Daily Digest, "has become an essential source for journalists, bloggers and activists in America.
Its founder, Andrew RASIEJ, is a social entrepreneur who founded the "Personal Democracy Forum, an annual conference and a community site bringing together the actors of politics and technology. He advised several American parliamentarians in the field of information technology and communication, including Barack Obama, Hillary Clinton, and Dick Gephardt and chaired the Technology Advisory Board "of Howard Dean during the Democratic primary in 2004 . It is also behind the creation of "NetGuard", which, modeled on the National Guard, may intervene in the event of a serious crisis, to restore communication links.
Andrew Rasiej founded in 1997, the project MOUSE (Making Opportunities for Upgrading Schools and Education) to accelerate the technological equipment of schools and training students. The system is operational in a hundred schools of New York City and more than 90% of students have been trained have left the system with a graduation. Mr. Rasiej has participated, in 2001, the task force Service of Education of New York to reduce the digital divide in the city. "

European trophy - Politech: The PSOE
The Spanish Workers Socialist Party won an award for its website (European trophy-Politech)

France Trophy Club Hyper Republic: the Nord-Pas de Calais - DREAM +

Alexandre Desrousseaux, chargé de mission ICT, Local and Regional Democracy in Nord Pas de Calais was awarded for the project DREAM + (France Trophy Club Hyper Republic).

"Through the project DREAM +, the Regional Council Nord - Pas de Calais offers several ways to support local institutions on the job they do or they could make digital tools in the service of a more open democracy and participatory cycle of seminars, call for applications for the granting of 10 half-day a group of expert providers to help design a proposed addition of ICT for the actions of local democracy, call for projects to a grant (up to 20 k euros and 60% of the total cost) to support advocacy of ICT in the actions of local democracy. "

This concept paper is based on the belief that the new information and communication technology (ICT) creates unprecedented opportunities for the development of participatory democracy, an improved communication between the parliament, the government, the civil society on the one hand, and the organisation of communication and decision making through a parliamentary network on the other hand. The paper takes stock of on going initiatives that are fostering e -participation and seeks to highlight a few opportunities that could yield to the creation of a virtual Africa network of parliamentarians that will most specifically deal with issues that are at the heart of the continent’s socio economic development, including the newly enshrined New Partnership for Africa’s Development (NEPAD).
