eAdministration

eAdministration deals with the use of ICTs for internal administration of the processes of government and public organizations. Moreover, eAdministration can act as a driver for comprehensive public administration reform. Thereby, the strategic goals targeted by eAdministration comprise improved efficiency, transparency, effectiveness, responsiveness and thus contribute substantially to good governance. 

 

eProcurement

One example where eAdministration contributes to improved efficiency in government processes is eProcurement. By enabling the consolidation of procurement of different departments by online systems higher scale orders decrease costs.

 

Anti-Corruption

Moreover, the public transparency of procurement processes reduces the potential for corruption. In the same way the comprehensive online publishing of official documents makes the government more transparent and can contribute to anti-corruption initiatives. Furthermore, streamlining of administrative processes away from the dependence of persons towards  process automatization contributes substantially to minimizing corruption.

Knowledge Management and Decision-Making Support

The consequent application of ICTs to support strategic and planning processes by knowledge management and decision-making support systems can play a significant role in the improvement of government effectiveness. Moreover, the usage of innovative geographic information systems (GIS) and monitoring applications supports the government in improving responsiveness.

 

Public-Private-Partnerships

A widely used business model for the implementation of eAdministration initiatives are Public-Private-Partnerships. They help to overcome the knowledge gap regarding modern ICTs between the public sector and the experiences and expertise of the public sector.

A l’issue de deux jours de débats sur l’impact d’Internet sur la politique et l’administration, André Santini a remis les « Trophées de l’e-Démocratie 2008 » lors de sa session de clôture, le 17 octobre dernier. La Région Nord-Pas de Calais a notamment été distinguée.
