Free and Open Source Software (FOSS)
FOSS programs are programs whose licenses give users the freedom to run the program for any purpose, to study and modify the program, and to redistribute copies of either the original or modified program without having to pay royalties to previous developers.

In the context of eGovernance FOSS provide the benefit of no costs for licenses which free substantial part of eGovernance project budgets. The open source community provides a vast pool of software solutions which can be applied in various eGovernance areas. The often missing usability of FOSS has improved a lot in recent years and nowadays FOSS solution often overrun the quality of closed source and commercial software. Moreover, the availability of source code allows the modification and integration of applications to the respective eGovernance context specific needs.
